In January, Governor Healey filed two funding proposals – one for fiscal year 2026 (FY’26) and a surplus surtax supplemental budget which allocates additional funding to education and transportation initiatives in addition to what is proposed in the current FY’26 operating budget.
Now, the state budget process for fiscal year 2026 (FY’26) is in its final stages. The House and Senate have both finalized their individual FY’26 proposals and a six-member conference committee of legislators is meeting to negotiate differences between the two proposals. At the same time, this conference committee will also be negotiating the surplus surtax supplemental budget.
We are advocating for both of these proposals because they are meant to complement each other. For early education and care, there is more than $150 million at stake between the House and Senate versions of these two funding proposals.
